The Assembly Process Handbook and ACT Cabinet Handbook, produced by the Chief Minister, Treasury and Economic Development Directorate, provide background information about the development of legislation. The Assembly Process Handbook and the Developing Legislation and Working with PCO guide set out the rules and procedures from developing an idea for legislation to the passage of the resulting legislation through the Legislative Assembly. The guides must be read with the Cabinet Handbook, which sets out Cabinet procedures. Cabinet procedures affect the production of legislation.
